Phrase match: the middle ground

Phrase match shows ads on searches that include the meaning of the keyword with words before or after it. "Skydiving license" in phrase match would still match "cost of skydiving license" or "how to get a skydiving license," but wouldn't match a search with a meaningfully different intent, even if some of the same words appear.

Phrase match offers moderate reach with moderate control, making it a common middle-ground choice for advertisers who want more coverage than exact match without the full breadth of broad match.

Exact match: highest precision, smallest reach

Exact match shows ads only on searches that carry the same meaning and the same intent as the keyword itself. It has the lowest reach of the three match types, but the most specific targeting, which makes it the natural choice for high-value, high-intent keywords where precision matters more than volume.

In Google's prioritization system, exact match keywords identical to the search term get the highest priority of all, ranked over any broader or phrase match keyword, or even a Performance Max campaign, competing for the same query.

Why Smart Bidding changes the broad match calculation

Broad match used to have a reputation as the least controlled, least advertiser-friendly option. That's changed significantly with Smart Bidding. Since broad match exposes the algorithm to the widest set of real search queries, it gives Smart Bidding the most data to learn what actually converts, often outperforming a narrower match type once enough conversion data has accumulated.

It's worth noting that negative keyword match types behave differently from positive match types, and a negative exact match won't necessarily block everything a negative phrase or broad match would, which is a common source of unexpected traffic leaking through an account's targeting.

How Google prioritizes matches when campaigns overlap

When a single search could be served by more than one ad group, keyword, or Performance Max theme, Google works through a structured prioritization order: exact match keywords identical to the search term get highest priority, followed by phrase and broad match keywords that are identical to the search theme sharing priority next, followed by AI-based relevance scoring across ad groups when several could reasonably match, followed by Ad Rank as the tie-breaker when multiple options remain equally relevant.
